Humphrey Fellowship Program is a scholarship program started by President Jimmy Carter in 1978 to promote international cooperation. Since 1978, more than 5,600 scholars from 57 countries have studied in the 14 US colleges and universities. Currently, more than 200 fellowships are awarded every year.

Humphrey Fellowship Program fully funds a year of graduate non-degree experience in the US. The scholarship is funded primarily by the Bureau of Education and Cultural Affairs which is a part of the US Department of State. Other organizations and companies help support this scholarship also.

Through this program, the fellows develop leadership and form professional relationships with other Humphrey Fellowship Fellows. Not only that, they have the opportunity to attend fourteen major universities fully funded, some of them being MIT and Cornell University.

Scholarship Amount

  1. Full tuition and fees

  8. Allowance for professional development such as traveling to and from conferences and seminars.

Eligibility

  1. An undergraduate degree
  2. A minimum of five years of full-time, professional experience
  3. Limited or no prior experience in the United States
  4. Demonstrated leadership qualities
  5. A record of public service in the community
  6. English language ability

Application Timeline

  1. The deadlines for submitting the application vary by country. Contact the Public Affairs Section of the US Embassy in your country or Binational Fulbright Committee for the deadline to submit the application.
  2. The embassies and commissions submit their nomination to IIE in Washington DC by October 1.
  3. Fellowships are announced in March.
  4. Fellows arrive in the US for English training from March to April the same year.
  5. The English program ends in June.
  6. Fellows start fellowship program in the host university for a year.
